Why Office Fit-Out Waste Matters

Office design is often associated with creativity, culture and brand experience. But behind the beautiful finishes and carefully planned spaces lies a much bigger story — one about materials, waste and the lifecycle of the modern workplace.

For workplace consultants and designers, understanding the impact of office fit-outs is essential. The decisions made during design and construction can influence not only the success of a workspace but also its environmental footprint for decades.

Insights from an interview with one of our directors reveals how significant the issue of fit-out waste is — and what organisations can do to rethink the way offices are designed, built and reused.

The Hidden Lifecycle of an Office

When people talk about the carbon footprint of buildings, they often focus on the structure itself — the concrete, steel and systems which keep it running.

But the reality is more complex.

A commercial building may last 50 or 60 years, yet the interiors inside it can change many times during that lifespan. In multi-tenant buildings, office spaces are often refitted every 5 to 10 years, sometimes even more frequently.

Over the full life of a building, that can mean 30 to 40 separate fit-outs.

Each one involves demolition, new materials, transportation and installation — and, inevitably, waste.

To put that into perspective:

  • A typical office fit-out generates around 5 tonnes of waste per 100 square metres
  • Across the UK, around 11% of construction spending relates to fit-outs
  • The construction industry overall produces roughly half of all waste generated in the UK

Despite the increasing focus on sustainability, this overall waste figure has remained stubbornly high for years.

According to research referenced by initiatives such as Net Zero Scotland, the proportion of UK waste generated by construction has barely changed in the last 6 to 7 years. Whilst progress has been made in areas such as structural reuse, the interior fit-out sector still has significant ground to cover.

The Two Types of Fit-Out Waste

Office fit-outs typically generate waste in two main phases.

1. Inherited demolition waste

Before a new fit-out even begins, teams often have to remove elements from the previous occupier. That might include:

  • Carpet tiles
  • Suspended ceilings
  • Plasterboard walls
  • Acoustic panels
  • Joinery
  • Mechanical and electrical fittings

If a tenant takes over a fully fitted office, all these materials may be removed before the new design is implemented.

Even in a Category A space — which usually includes ceilings, lighting and basic infrastructure — there can still be significant demolition waste.

2. Construction waste from the new fit-out

Once the new design begins, additional waste is generated through construction itself.

A large proportion of this comes from offcuts — pieces of material left over after installation.

For example, in one of Form’s 2025 research studies of a commercial office fit-out, 2 tonnes of plasterboard waste were produced purely from offcuts. That represented roughly 10% of the plasterboard purchased for the project.

And plasterboard is only one example. Waste can also include:

  • Plywood
  • Insulation materials
  • Metal framing
  • Flooring offcuts
  • Packaging materials
  • Electrical cabling and ducting

Even when these materials are recycled, they still require sorting, transportation and processing — all of which carry environmental and financial costs.

The Hidden Costs Clients Rarely See

When companies budget for an office fit-out, the focus usually sits on the visible costs:

  • Design fees
  • Construction costs
  • Furniture
  • Technology
  • Finishes

Waste management, however, is rarely discussed.

Typically, the main contractor appoints a waste management subcontractor who handles:

  • Sorting materials
  • Transporting waste off site
  • Processing recycling streams
  • Disposal or incineration

These costs are usually wrapped into contractor preliminaries, meaning clients rarely see them itemised.

In other words, organisations are often paying for waste without even realising it.

But there’s another financial dimension too.

When materials are wasted, clients effectively pay for them twice.

First, they pay for the material itself — whether it is fully used or not.

Then they pay again for it to be removed and processed as waste.

Every piece of plasterboard, carpet tile or timber sheet that ends up as an offcut represents both lost value and avoidable environmental impact.

Zero Landfill Doesn’t Mean Zero Waste

In recent years, many contractors have adopted ‘zero landfill’ policies, often promoted as a key sustainability milestone.

While this is a positive step, it doesn’t necessarily mean waste is being eliminated.

Instead, materials are diverted into alternative streams such as:

  • Recycling facilities
  • Energy-from-waste incineration
  • Metal recovery plants
  • Overseas recycling markets

While recycling is preferable to landfill, it still represents a linear economy model — where materials are used once before being processed and re-manufactured.

In many cases, once waste leaves the building site it becomes difficult to track exactly where it goes.

This lack of transparency makes it harder to understand the real environmental impact of a fit-out project.

Breaking the Linear Economy Mindset

For decades, construction has largely followed this linear model:

  1. Extract raw materials
  2. Manufacture products
  3. Install them in buildings
  4. Remove and discard them when they are no longer needed

But this approach is increasingly incompatible with sustainability goals.

Industry organisations such as the UK Green Building Council have identified circular economy principles as a key priority for the built environment.

The aim is to keep materials in use for as long as possible by prioritising:

  • Reuse
  • Adaptability
  • Disassembly
  • Longevity

Rather than designing interiors that are replaced every few years, the goal is to create workplaces that evolve over time.

Why Policy and Incentives Still Lag Behind

Despite growing awareness of sustainability challenges in construction, policy frameworks are still catching up.

One issue frequently highlighted by industry groups, including the UK Green Building Council, is the lack of financial incentives for refurbishment and retrofit.

Currently, tax systems tend to favour new construction over refurbishment, meaning organisations may receive tax benefits when building new structures, but not when retrofitting or upgrading existing spaces.

This creates a structural imbalance in the market.

If governments want to accelerate sustainable construction practices, retrofit and reuse must be incentivised rather than overlooked.

Measuring Carbon in Buildings and Interiors

Alongside policy changes, the industry is also developing new tools to measure the environmental impact of buildings more accurately.

One example is the Net Zero Carbon Buildings Standard, which aims to provide clear benchmarks for reducing carbon emissions across the lifecycle of buildings.

Early pilot studies are helping gather data about how much carbon is embodied in different parts of a building — including interior fit-outs.

This type of benchmarking will become increasingly important as organisations attempt to measure and reduce the embodied carbon associated with workplace projects.

A Future Marketplace for Reused Construction Materials

Alongside design innovation, new infrastructure is being developed to support material reuse.

One promising initiative is the CircoFin construction circular marketplace, a European programme supported by Net Zero Scotland.

The initiative aims to create a centralised marketplace or warehouse for construction materials, allowing organisations to share or resell items rather than discarding them.

In practice, this could mean:

  • Surplus materials from one project becoming resources for another
  • High-value components being stored and reused
  • Reduced demand for new raw materials

If successful, this kind of system could significantly reduce waste across the construction and fit-out sectors.

Tracking Materials for the Future: The Rise of Material Passports

As the industry moves toward a circular economy, one challenge remains: how do we keep track of materials once they are installed inside a building?

Traditionally, information about materials and components ends up buried in an Operation and Maintenance manual, often rarely consulted once a project is completed.

But new approaches are emerging to make this information far more accessible.

One promising solution, which Form worked on with Scene a few years ago, is the use of material passports — digital records that store detailed information about building components, including:

  • What materials they are made from
  • Where those materials were sourced
  • How the component is assembled
  • How it can be dismantled or repaired
  • What can be recycled or reused at the end of its life

In some bespoke joinery installations, these passports are linked to QR codes embedded in the furniture or fittings themselves. By scanning the code, facilities teams can immediately see what the item contains and how it can be taken apart.

This approach has several advantages.

It makes refurbishment easier, because teams know exactly how components were constructed. It also ensures that valuable materials aren’t simply discarded during future refurbishments.

Material passports are beginning to gain traction across the construction industry, particularly as circular economy principles become more widely adopted.

Asset Tracking: Managing Workplace Resources Over Time

Material passports also link closely with another practice — asset tracking.

Many organisations already tag furniture with digital asset labels that record details such as:

  • Manufacturer
  • Installation date
  • Warranty period
  • Maintenance requirements

These tags are often connected to asset management systems used by facilities teams.

By tracking furniture and equipment in this way, organisations can:

  • Schedule refurbishment rather than replacement
  • Replace individual components (such as seat pads)
  • Recertify refurbished items for continued use

This approach helps to extend the life of workplace assets and reduces the need for unnecessary replacement during future office moves or refurbishments.

Designing for the Future, Not Just Today

One of the biggest mindset shifts in workplace design is moving away from short-term strategies.

Historically, many offices were designed around a fixed way of working — rows of desks, rigid partitions and static layouts.

But workplaces evolve.

Since the pandemic in particular, organisations have seen rapid changes in how teams collaborate, meet and use office space.

Rigid designs often have to be completely removed when working patterns change.

Instead, designers are increasingly focusing on flexibility and adaptability.

This approach — sometimes described as design for disassembly or circular design — aims to ensure spaces can be reconfigured without extensive demolition.

Key strategies include:

  • Modular components
  • Demountable partitions
  • Standardised dimensions
  • Reusable furniture systems

These approaches allow spaces to evolve rather than being completely rebuilt.

Materials: Asking Better Questions

Material selection is another key factor in reducing environmental impact.

But choosing sustainable materials isn’t always straightforward.

A responsible assessment should consider the entire lifecycle of a product, including:

  • Where raw materials originate
  • Transportation distances
  • Manufacturing processes
  • Durability
  • End-of-life options

In sustainability terms, these stages are often referred to as A1–A4 carbon emissions:

  • A1: Raw material extraction
  • A2: Transport to manufacturing
  • A3: Manufacturing processes
  • A4: Transport from factory to site

Understanding these stages helps designers evaluate the true carbon footprint of materials.

The First Step?  Simply Use Less

With all the complexity around materials, certifications and supply chains, it’s easy to overlook the simplest principle of all:

consume less.

Many organisations automatically assume a new office requires entirely new furniture, finishes and features.

But asking a few simple questions can make a huge difference:

  • What can we reuse from the existing space?
  • What furniture can be refurbished?
  • What high-quality elements should be retained?

Investing in fewer, higher-quality elements often delivers better long-term value than constantly replacing cheaper materials.

A Turning Point for Office Design

The conversation around office fit-outs is changing.

As new benchmarks, such as the Net Zero Carbon Buildings Standard, develop and organisations like the UK Green Building Council push for stronger policy frameworks, the industry is beginning to address the environmental impact of interior construction.

Meanwhile, initiatives such as the CircoFin construction circular marketplace demonstrate how collaboration and shared resources could transform the way materials move through the construction economy.

The challenge now is translating these ideas into everyday design decisions.

Because the most sustainable office isn’t simply the one that looks good on day one.

It’s the one designed to evolve, adapt and endure for decades — without constantly starting from scratch.
